The Evil Empire Club

The Evil Empire Club (‘EEC’) is an alternate-reality version of Empire Club House Gallowglas. Its background is considerably rougher than the base-world version. Instead of the owner getting trapped into debt by his crazy uncle, EEC Roderic took ownership of the club when his oyabun was assassinated by a rival syndicate and he carved out his own territory during the subsequent chaos.

Similar to his counterpart, Roderic’s Elysium Empire Club specializes in both demi-human hostesses and gambling, with casino gambling being both legal and strictly regulated/taxed in EEC’s Japan. Drugs are strictly forbidden to both employees and customers alike and the prohibition is vigorously enforced. The ‘legal’ side of the Elysium Club consists of the kyabakura/theater, bar lounge, casino, cafe, restaurant, hotel and outdoor pool. A strict ‘no touching’ policy is enforced to maintain the legality of these establishments. Favored customers who pass a careful vetting process are allowed access to the VIP sections of the club, where the less-than-legal services and high-stakes casino gambling are offered. Outside of the VIP sections of the Elysium club, Roderic runs his territory in a near-legal manner, forbidding the practices of tokushu sagi, sokaiya, mikajime-ryo and other forms of extortion. He does offer legal private security services to local businesses and has been successful in keeping out other syndicates and triads from his claimed territory. His careful use of blackmail and other less-than-legal techniques at appropriate VIP customers keeps that side of the Elysium Club relatively free from governmental interference.
